Is Kyoto Seika good university to study masters in character design and eventually work in Japan?

I was looking for universities to study character design/game art/concept art in Japan for my masters and found very less universities overall, but I stumbled upon one names Kyoto seika university. They have graduate school of manga where they teach character design, manga and animation, so, I just wanted to know is the university worth putting my money into?
