Can tourists rent scooters without International Drivers License?

I didn’t get my IDL before leaving Canada and we are in Okinawa without a rental car and bot very easy to get around. The bus is ok but does anyone know of a place that rents scooters or anything motorized that doesn’t require the IDL?
