While it’s considered a relatively unsafe ward in Osaka city, it’s still safe enough for most people from abroad.
Chuo ward is expansive, and if your accommodation is near Yodoyabashi and Hommachi stations, it’s both safe and quiet at night since they are business districts.
Near Shinsaibashi station, there are many upscale stores, and except for a few areas, it’s not particularly dangerous.
Around Namba station, closer to Naniwa ward, it’s relatively less safe than other areas.
Overall, Osaka is safer than cities like Boston, Glasgow, and Vancouver, which are considered safe cities in the west.

Chuo-ward is mostly a business district, meaning busy on weekdays and practically dead on weekends.
Also super safe.
It’s statistically the unsafest ward.
