What are the ppl standing around in pontocho doing at night?

For context, I was walking around pontocho on a Saturday night when there was a ton of foot traffic. In several intersections I saw groups of 2-4 young ppl wearing similar clothing (black hoodies/puffers, skinny jeans, Air Force ones). They seemed to be smoking and standing around while looking at everyone passing by as if they’re looking for something in particular.

I passed by several intersections like this and my first thought was that they might be trying to bring folks to other establishments but not once did I see them approach anyone. I know there are touts in places like kabukicho but I didn’t see these ppl approach anyone.

Just curious if anyone know what they’re looking for/doing?

Edit: In hindsight I could’ve worded the question better. In no way am I insinuating they shouldn’t be there doing whatever they want. I was genuinely just curious if there was something cool/hidden I might’ve missed. Thanks for all the replies folks.

Edit again: It looks like they were actually touts promoting biz. I walked back that way after dinner 2 nights later when there was way less foot traffic and was approached ~5 times. My guess is that when there’s way too much foot traffic they might not approach ppl so as not to cause congestion or maybe they already have a lot of business on those nights

  2. If it’s like when I was a kyodai student a long time ago at pontocho it’s probably just dudes hanging out, maybe waiting for buddies to go drinking or looking for cute girls to nampa.

    Acrosss the river there might be some sketchier, mizu shobai/fuzoku types.

  3. If that’s where the whores hangout they’re likely just killing time while waiting for their turn with their favourite prostitute. This happens in netherlands too, dudes waiting for their turn with a girl

  4. The kids are just standing around… Don’t they have somewhere they should be? They shouldn’t try to hip and hop on my lawn

  5. I was walking there by myself as well and saw this yesterday. I figured they were getting ready to enter a venue, or exiting a bar since it was passed 12am, which I assumed was closing time

  6. They might have been part of some fire prevention/earth quake exercise. Volunteers do some kind of exercise once a month or so
