I was in japan as a student back in early 2010s but didn’t sign up for nenkin would I be in trouble when I applied for COE this year ?

So here a context I was in japan from 27/3/2014 to 7/9/2018 as a student of language school and then 専門学校
I was born in 1995 so I was 19 when I arrived and 23 when I left but during this stay I never sign up with pension office (I also didn’t work any part time job at all during this duration only work the last 3 month of my stay )
Fast forward to 2024 I will be returning to japan for university and hope this time stay for good in japan .
So my question is will it be penalized for never join ? (No one ever told me I need to John back then also because I never work part time job that why I never been told about it ) and if I was to join now will I need to pay back for all those year I didn’t pay ?

Ps and more I also never complete move out processed at city office because the rush of moving everything back home . Will this also mean I will need to pay back all those kokumin hogen too ?
