Company is avoiding paying my PTO

I’ve worked as part time English teacher at the same company for nearly two years now (28hours/week on average). When I signed my contract there was no mention of PTO benefits (both written or verbal). It wasn’t until recently I realized that Japan law entitles PTO benefits to part-timers as well. I emailed HR politely asking whether I could be entitled to PTO and they basically went ghost, and stop replying to my emails after my initial inquiry. The only thing they told me is that part timers are not eligible for paid vacation. How should I proceed in this situation? Could it be true that I’m not entitled any benefits? Should I reach out to the ward office about this? I don’t want to sever my relationship with management since I really enjoy working there.
