Internet Provider problem

UPDATE:
Welp, they basically said the landowner of the place they're trying to construct in is unknown and the negotiations cannot continue. Looks like this will be even more of a headache than I thought!

Anyone have suggestions on providers that don't rely on NTT Hikari lines? 😔

New here! I applied to get an ISP, Otegal Hikari, to provide internet to the my home in Kyoto. It is a small, old house. We are foreign residents. We had a scheduled date for the providers to come to the home for inspection. AFAIK, the house has FLET's Hikari installed, so I expected the service to be quite simple.

However, they cancelled the appointment on us a while before the date, and told us that there is a problem with NTT that requires us to have reschedule and wait. We were not given a date and we were told that we simply have to wait for NTT to finish whatever construction business they had before we can continue. We applied on the 21st of September, and till TODAY, 1st of November, have had no movement despite requests for updates. They told us that nothing has changed and that we have to wait.

Here is the email in Japanese (we translated with Google Translate) :

おてがるコンタクトセンターでございます。
この度は弊社サービスをお申込み頂きまして誠にありがとうございます。

先程留守番電話にも吹き込みさせて頂きましたが表題の件につきまして、NTT様より連絡がございました。
内容は下記の通りとなります。

【確認をした所設備の新設工事と第三者の折衝が必要になります。

その為工事日を延期させて頂きますので、お客様へご説明お願いします。

工事日をお決め出来るようになりましたら通知にて連携させて頂きます。】

以上のことから10月5日に予定しておりました工事が上記理由により延期になります。
お急ぎの所ご希望に添えず誠に申し訳ございません。

Does anyone have some insight as to what is going on? Or suggestions as to what we can do? Not having internet set up is creating some distress regarding employment.
