Quieter areas on the outskirts of Kyoto

I am looking to purchase a cheap holiday home in Kyoto and am looking for some more information on some quieter areas no more than 30 mins from Kyoto station. Some options i have been looking are Kameoka, Yamashina, Shiga and Nagaokakyo, but am happy to here any other options.

Would like:
1. To be handy to a local station with a direct line to Kyoto station
2. Have some close shops and supermarket close by
3. Area to be fairly relaxed away from a lot of tourists
4. Near places to ride a bike and walking trails
