Tax residency status

Hello,
According to the law, a permanent resident is a resident who is a Japanese national or who has a living base in Japan or resided in Japan for more than 5 years in the last 10 years.

Does this apply to specific tourist visas that allow someone to stay in the country for 6 months or longer? Or it's irrelevant of the visa status, like if someone lives 181 days in the country then they are a tax resident for that year.
