How to find out if I’m a permanent tax resident

Hello,

I'm considering returning to Japan and would like to find out if I'll be considered a permanent tax resident. I no longer have my all my previous resident cards and I've renewed my passports multiple times so it's impossible to go back and count the days/years. Can immigration or an embassy provide this information? If not, what are my options?

Also, is the 50 million yen offshore reporting only required if you are a PR or tax PR?
