I heard that japanese people never buy cars from foreigners is that correct ?

Hello i am moving to japan next month. i love cars and i want to change my car from time to time but i heard dealers dont give you any money for the car and japanese people never buy car from foreigners is that correct ? how can i sell my car then ?
