Hi currently living in wakamiya Ono in aomori, and been having a hard time finding someone that'll be able to cut black hair. The only one I was told about was the military base, but didn't wanna make such a travel just to do that. So wanted to see if anyone new of a closer place that has experience with cutting black hair and not just bald.
