After the Nampaa post and replies I wanted to post on here to see what people thought of my experience. I was on the Shinkansen a couple weeks ago and saw something out of the corner of my eye in the row in front of me. Turns out it was a man pleasuring himself in his seat. It was not an empty train but between phones and sleeping no one but me seemed to notice. I ended up not saying anything but several people I’ve talked to think that was a mistake. Curious what others would do in that situation. I think it’s doubtful I’ll be in that position again but yeah.

Call over train staff to deal with it. Having strangers react might be his fetish even, so don’t give that to him.
Anywhere else in public, that’s a definite no-no.
Regarding train behavior though, this is an aspect of Japanese culture (yamato) which tells the staff that the cabin is so comfortable that one can pleasure themselves without any worries.
So, my mate use to ride the train every morning , there’s this girls who jump in some station after him almost every weekday.
