I just received this card (https://imgur.com/a/R2ay6fc) from Tsurumi Post Office in the mail. Is this simply to register for my mail so I fill in the back with my details and drop it off in a post box or should I fill in a mail registration myself and post it? Thanks

They have mail addressed to you and are holding it till the 12th. Yes you should have registered your mail address with the post office when you moved in, and you can do so with the post card.
