Do Japanese people actually think foreigners with tattoos are gangsters?

I've seen it mentioned in a few articles but I've never read any stories or personal anecdotes from people actually in Japan about it.

How severe would their actions be about it? Would they be scared to refuse them service or be impolite to them? Or would they just call the police?
