Why are there words like こんにちは and みんな instead of こっにちは and みっな?

Why have ん followed by a syllable (or mora or whatever) starting with /n/ instead of a "double consonant" (っ) before the /n/ syllable? Or am I not understanding the proper phonetic function of っ?
