Japanese Friends

So I have been in Okinawa for the past three years and I on and off I have been trying to make some japanese friends so I can practice japanese and just have friends in general with little no luck. I for the most part have been using apps as the main way to find people such as dating apps as well as language exchange apps which I understand is not a very effective way of talking to people but due to my interests and lifestyle I find it hard to go to where people congregate and socialize. The main reason why I write here is because although my methods of finding people might not be super effective I am able to talk to some people. In which I am polite and courteous but it always ends up with the other end just ghosting me. Is this normal for japanese people to just message you and be completely involved in one moment and then just stop responding because I honestly don't know what I'm doing wrong.
