Is Naha airport accessible by foot / as a pedestrian?

I'm visiting Okinawa in a few weeks. We arrive fairly late at night, potentially after the last monorail of the day, so I booked a hotel just a 15-minute walk from the Naha airport.

However, looking at the map, I'm actually not 100% sure whether there are sidewalks or pedestrian walkways to/from the airport. Do you know whether it's possible to leave the airport by foot / as a pedestrian? Or is it only connected by highway-type roads and monorail?
