Open world games set in Tokyo?

Are there any open world games set in Tokyo like how Spiderman is set in New York?
I would love exploring Tokyo just like I explored New York!
Ghost of Tsushima was great for exploring an island which was beatiful but looking for something more modern-time Tokyo, which would be awesome if it exists.
Persona also isn't good as it's not really open world. If there are open world games set in other cities in Japan that would be great too.
