Moved into a new place in Tokyo – Suginami Ward, on the 5th of August, I am on a Working Holiday Visa, no employment. Signed up to the NHI at the City Hall, was given my health insurance card, they told us to pay at a convenience store, however, 5 weeks on, I still have not received the bill in the mail. Is this normal? How long does it usually take to receive the bill?

You may receive a coupon book in the mail with coupons for payments at two-month intervals. If you haven’t received anything by the end of the second month after you signed up you might want to contact them.
