Spouse visa question – Elderly parents of spouse? Is this possible?

I am American and have lived in Japan for 15 years with a spouse visa. My parents are in their 70s and recently my father had a serious case of pneumonia and was in the ICU for 9 days in Costa Rica. They live in Costa Rica on a retirement visa. My father is better now, but we discussed moving my parents to Japan where we can keep an eye on them and help them out.

To elaborate –

  • I have 2 kids (age 10 and 14) with my Japanese wife and live in Shikoku area.
  • I am the only child of my 70+ yr old parents.
  • My parents have not lived in America for more than 10 years and have no home in America. They have been living as retired expats in Costa Rica.
  • My parents were both medical doctors and have an extremely high retired benefits income. Like double + what my wife and I make salary wise on the YEN. So there is no way I can say I take care of my parents financially. They do not have tons of cash savings but they do have really high monthly retirement income.
  • The reason I don't have a PR visa is simply because my wife had cancer and the last few visa renewals things were crazy, and it was just easier. She is good now, and my visa expires in 1 yr and I will renew as PR.
  • To all who are asking why I don't have a PR visa, I honestly never thought it was an issue. If my wife were to die suddenly, I have a huge Japanese family and my kids are young enough that I would be able to get a visa. I don't think there are any benefits as well other than renewal time. Maybe there are many other benefits? My family in Japan is really special and amazing, and I do not worry.

Does anyone know anything about how I would obtain a visa for my parents as part of my immediate family?
I read that there is a "Specific Activities visa".

The criteria to obtain this Specific Activities visa, are as follows: your parent(s) are financially dependent on you, your parent(s) do not have any close relatives in your home country, and are aged 70 or more.
