It just makes sense. Tokyo metropolitan region and the surrounding cities are literally joined with each other and looks like a single megacity anyway. So wouldn’t it make sense to unite them into one prefecture ?

There have been various campaigns over the years to overhaul the prefecture system.
This being Japan however I wouldn’t hold my breath for it.
Kanagawa, Tokyo , Chiba and Saitama are all very distinct regions with more significant than you might think geographical boundaries.
Essentially it would be a lot of work for no benefit.

The 23 wards of Tokyo are connected, why not make one mega ward? I guess the answer is that administering it all would be a nightmare
