How can i get a bank account and a longterm phone line ?

So i bought a house, but i dont have a residency. I come to japan 3 times a year. I need a longterm phone line and i cant get one because i dont have a bank account. I would also need a bank account for rent income when i start renting the house. Any ideas. Now my real estate agent would need to transfer rent money to my local bank and i need to transfer it back to ¥ to spend it in Japan. Id rather just keep it in ¥ and save all the transaction costs.
