I called the Yokohama tax center and literally the guy said it's a little difficult so he'll give call back. Dinner time passes by and he calls and just asks clarification questions and then just says "I'm not too sure honestly when you move to Yokohama please call an individual tax consultant" so there's that lol received some answers on both ends of the stick but just thought I'd give info from the source
