Apparently there’s a hiking event this Sunday (saw an announcement on this sub earlier).
You can also try the Meetup app I suppose.
If you download the meetup app you can find groups of people that are into all kinds of things that may interest you. There are programmer meetups, photography, various sports, crypto, bar hopping, language exchange and on and on. Join any that interest you. New people show up all the time so it won’t be weird.

Sit at the bar at The Blarney Stone, Shinsaibashi. I’m Mexican American and I’m constantly approached when I’m just sitting there with a beer and a smile.
If you want to have a good friends, do not ever go to a club, bar, expecially hub, or any meetup events that is held at a bar. Participate other outdoor events, hobby events, or even language events that are not held at a bar.
r/thisisosaka is a good group to do hike/walks and talk with people 🙂 Whynot parties are good too but it is not really to make friends, it can happen but people are more there to get drunk and find a girl (if Japanese is better) for the night (I’m a foreign girl and even if I go there with my bf most of people are guys trying to find a girl) there’s a party tonight at umeda blarney stone if you want to take a look (and after there’s live band)
