I did mine in English. It was pretty easy, but the driving test is really strict, most people fail that many times where I live
Some places, at least, have the written test in English available.

I converted my license a few years ago in Chiba. The written test was 10 ridiculously easy questions, and was available in a few languages: English, Chinese, and I think one or two other Asian languages. The driving test was conducted completely in Japanese, but my tester spoke slowly and clearly with simple Japanese that even I could follow.
It is offered in English. About the only document through the whole process that is actually in English.
