Typing Japanese using a PC whose language setting can not changed.

I sometimes have to use a PC at work that does not have Japanese/Asian language pack installed. I am not allowed to change the setting, and the IT people do not want to do that.

Is there a good way to type Japanese online without the language pack? I didn’t find any post on this searching past Reddit questions. Thank you.
