Is there any hope that Japan would start fining people glued to their phones in traffic?

Each day, more and more people are a hazard in traffic due to not being able to separate their eyes from their phones for more than a second.
And here I'm not talking about tourists using maps to realize where to go, as they constantly switch between looking on the phone, and around themselves to figure out their way. I'm talking about those people, who keep playing games, or watching some videos while walking in the crowd, never taking a glance ahead.

The worst is, recently I'm spotting more people doing it on bicycles, barely watching the road, or noticing that they are riding in the opposite lanes.

Sometimes, I consider just stopping and waiting for them to bump into me to see if they will realize what they are doing.
I know that some kind of fine for this kind of behaviour is a pipe dream, but would be nice to know there is some hope to stopping this.
