Relocating to Japan with Pets IMHA Edition

My Partner and I run a small business. We decided five years ago that we wanted to relocate to Japan via the Business Manager Visa or rather the Start Up Visa. We have been working hard putting money aside for the 5 million yen needed, moving expenses etc. ever since. It’s our goal to start a life in Japan, start our business, invest in property and someday a family. All to say this isn't a decision that we made impulsively but one that we've been planning a long while and have put a great deal of time and thought into.

We are now beginning the process of the visa application. For us, that starts with preparing our pets to move since they will moving with us and the process of relocating pets from the US to Japan takes at least 6 months+ with all of the different shots, waiting periods and tests. This is non negotiable for us as we see them as part of our family and would never leave them behind. That being said, this is where our complication to our move comes in… Our puppy we adopted at the beginning of the year was diagnosed with IMHA an auto immune disease which in his case was triggered specifically from receiving the rabies vaccine. For obvious reasons this proposes a major problem in our move. Our puppy will never be able to receive a rabies vaccine again. If he does it would cause him to relapse and he would likely lose his life. As it stands now he is currently up to date on his rabies vaccine until March 2025. However, to move to Japan based on the standard requirements he would need at least one more vaccine which as mentioned isn't possible given his condition.

Before anyone mentions rehoming him that is not the solution were looking for. We are looking at alternatives but were first trying to see if there is any exemptions. If we could do extra testing, quarantine time etc.

Is there anyone who has a similar experience?

Would an immigration lawyer be someone we should contact? if so anyone you would recommend?

Any other suggestions?
