I mean it’s pretty easy to find on google but it’s not technically “back” yet. It’s planned to return to standard distribution around Autumn.
However, you ARE able to get a suica card from the JR East Service Centre in Tokyo station. They’ll ask some questions and make you fill out your details as they won’t just hand them out willy nilly until normal distribution returns. But it’s pretty easy to get it from there.
