What exactly are the rules for pedestrian crossings here?

In my home country, if someone is approaching or waiting at the crossing, you stop. Obviously it goes without saying if someone is on the crossing, you stop as well. Also, you ideally want your car stopped comfortably off of the crossing, not too close to the pedestrian.

What’s the rule here in Japan? Originally I just assumed it would be the same but countless times, it feels like cars get uncomfortably close, or don’t stop until I’m actually in the crossing.
