Why is my phone adding a +1 when I call a Japanese phone number?

My husband and I recently moved to Japan for a long time. We both have american phones with a Japanese sim card. We both received a Japanese phone number.

We both have android devices. When I call my husband's Japanese phone number, it says it can't be completed as dialed. And it shows that I'm calling "+10-090-**"

But when I dial it directly without the +1 it goes through. It also will go through if I click the correct number (no +1) from my recent calls. But when I click his contact to call (it's not saved with a +1) it immediately adds +1 to his number.

This problem also happens with other Japanese numbers I have saved in my phone.
