Weather Conditions and Preparation for Tokyo, Hanamaki, and Kyoto in September

We will be spending about a week in Tokyo, a few days in Kyoto, and 1 day in Hanamaki. We will not be renting a car but relying on public transportation and walking to get around. In Kyoto we are planning an all day walking tour and Hanamaki has some walking from the bullet train to the Kenji Miyazawa Museum and related sights. In preparation for all of that, from what I understand the temperature in Sept runs from about 68-82 F. Does it usually lean closer to the higher end of that or is it hard to predict? It seems it is also the rainy season. How bad is the rain? Mostly drizzle, a regular amount, heavy showers? Does it rain more often than not and is the wind strong enough that it renders an umbrella useless? Does it differ among the three areas of the country? I get little elaboration in my searches on Sept weather and imagine a resident or frequent visitor could offer me more insight on preparation and what to expect. Even a basic response to these questions would be advantageous. It will be our first time in Japan and I would like to come prepared. I have autism and some degree of anxiety and while I can handle a lot on the fly, every bit of info helps take the edge off.
