Drops could be good. It was one of my starter apps
If you have Nintendo DS Lite somewhere, there’s My Japanese Coach – it’s rough but I’ve learned katakana and hiragana thanks to this “game”. I believe there’s also kanji and phrases etc. but I’ve never went that far tbh.
jisho.org is an online dictionary. it’s way more useful that a paper dictionary and has mountains of brilliant features, I don’t know where I would be without it

Duolingo is a good starting app to get his feet wet in the language
I like using Duolingo, make sure you turn off the romanji headings in the settings though or it is too easy
Lingodeer has a kids app I believe, but the normal one is still pretty good

There was a [thread](https://www.reddit.com/r/LearnJapanese/comments/x7e0ag/what_resources_are_good_for_a_9_year_old_to_learn/?utm_medium=android_app&utm_source=share) just the other day with people sharing resources for a 9-year-old, and some of those may still be the right level for an 11-year-old.
My elementary school child is using duolingo.
The gamification helps keep interest going.
The romaji option is so helpful for learning a second “alphabet”.
Renshuu.org is a good one
I wrote a post which has almost everything you need to know: https://www.reddit.com/r/LearnJapanese/comments/x7e0ag/what_resources_are_good_for_a_9_year_old_to_learn/infe9j1/
