Basically for the last 7 months-ish random trash bags full of snack and drink packaging have been appearing on the street/in parks within a 4-5 street radius around us. Our city has paid trash bags to dispose of trash, so people either have to pay to get rid of his trash or the crows spill it everywhere, pretty annoying.
We have a security camera at our front door and have a few security camera clips of him very obviously dropping the trash on purpose, and maybe 10 with him walking past with generic white trash bags. We know who it is, he is a single guy in his 40's who lives with his elderly parents.
My first thought was to just print a few posters with evidence and shame him into stopping, but we don't know if this guy is a nut job or not and don't particularly want to make a future Bill Bishop case, especially as we have kids.
I chatted to the koban police about it and they basically said there's nothing they can do unless they catch him in the act besides a community notice and doing more patrols (Although I think it's just a case of CBF rather than the actual law).
I'm planning on visiting an actual police station next week to escalate it but I'm curious if anyone else has dealt with similar or has any ideas on how to approach it. Thanks!
