First time experiencing a typhoon in Japan, will administrations be closed tomorrow ?

I need to go to the immigration bureau in Shinagawa tomorrow but I can't find if they will be opened on the website. I arrived in Japan 10 months ago so I never experienced a typhoon. What usually happens in this kind of case ? Will everything be closed ?
