Tonight I was walking through Shibuya station and I noticed that two middle age women were running (literally) up to teenage girls, giving them their business cards and exchanging information on their phones.
I couldn’t get close enough to hear and by the time I had talked to the station staff they were gone.
It looked really strange so I was very concerned but am wondering if anyone has insight into what was happening.

Sounds like model scouting to me.
I’ve seen women doing fashion scouting in Harajuku before. It’s nothing super unusual.
Sales people and solicitors chasing their target market around high-traffic areas is a common sight. They could have been promoting aesthetic services, it’s a big business in Japan targeted at women.
Model scouting or hair stylists looking for people they can practice with for free.
Let’s imagine it really was some stupid worst case scenario like you’ve got into your head that you were ‘very concerned’ about (I don’t even know what that would be). What were you going to do about it? Why are you trying to ‘get close enough to hear’ people’s conversations (especially teenage girls’)? Why are you bothering station staff about people having conversations when none of the participants themselves are in any distress or asked for it? Another bizarre creepy white knight fantasy from a foreigner in Japan.
