Time of year

Hi everyone. I'm planning to visit Tokyo and Kyoto within the next year. Currently my plan is to visit in March, or November. Can anyone give some advice on their personal experiences visiting during these months? March would be ideal timing wise but I have heard it is cold. Thanks
