Question about Japanese small talk and getting to know new people online

I have recently started learning Japanese and have been trying to find language exchange partners online (written language so far). I've noticed that the majority of people I write to will respond to the small talk type questions that I ask (eg. where are you from, what do you do for work) but rarely ask these same types of questions back. As a result, it is hard for me to keep the conversations going, and when I try to by asking them about themselves they frequently just ghost me.

I'm wondering if part of this is a difference in culture. Are these types of questions viewed as overly personal by Japanese people? And if so, how do Japanese people normally get to know new people/make new friends?
