I don’t know what to do about my noisy apartment neighbours

Best advice I received on how to manage with the noise before my move is getting Loop Earplugs. Might be worthwhile for others in a similar position to check out.

I have this one apartment neighbour next to me (we live in a 1DK apartment) who keeps bringing his friends over and they talk and laugh all throughout the night, from around 10PM all the way to 6AM, sometimes as "late" as 8AM. I've reported them three times (I just reported them a fourth time) and they won't stop. It's been nearly 8 months of this for nearly every day.

This neighbour always keeps his outer door open (for his apartment, he has the entry area with the shoe box and floor landing, and then a door into his kitchen and room. He keeps the door to the kitchen and room closed but the door before that stays open). So, when his friends are over, we always see many shoes and umbrellas etc in his little foyer area. After my second report, he started to hide his friends' shoes and umbrellas. On top of that, after every report, he's quiet and doesn't have friends over for about 1-2 weeks. So, I know he's getting the complaints.

I've been knocking on the wall (I learnt this from him in the beginning when I kept dropping my headphones between the wall and my bed), I've been asking them to be quiet or to stop through the wall. I would go over there and talk to them, but we were advised NOT to confront our neighbours for our own safety. It's so bad that I'm moving in three weeks, but finals are in just two weeks and I can't sleep, I can't focus in class due to the lack of sleep. It's stressing me out.

And yet reporting them does nothing. What can I do about a neighbour who just WON'T stop being noisy during sleeping hours?

P.S. I use earplugs AND I have over-ear headphones playing music as loudly as it can go without the sound bleeding out and they still wake me up throughout the night. Sometimes they (or at least what sounds like) move furniture around.
