Has anyone gone through the process of getting a U.S. spouse visa?

I’m in the process of getting the family registry (戸籍謄本) translated for a U.S. spouse visa.
The family register is 2 pages, and the translator asked if I “wish to have all translated documents combined as one set and notarized by a notary with a Ministry of Foreign Affairs of Japan certification.”
The translator has completed translations for me in the past, but has never mentioned the notary until now. I’m a little confused on what exactly it does and how optional it is.

Is the notary optional or something that I will eventually need? Does it make a difference?

Any other advice or tips for the visa process are welcome.
