Cheaper? Electric heater or air-con heater (electric bill)

I have an electric heater with heat fan here in Tokyo. It’s not as good as the aircon heater, but it’s OK. It’s for a small corner bedroom that has 2 large windows.
Concerning the electric bill, is it cheaper to buy a new aircon or keep this electric heater in the long run?
