Shinjuku PA system saying a warning message, what do they mean?

I have a friend who's a Tokyo native and was showing me Shinjuku over a discord call. He was at the place where all the brothels are. I can't exactly name the place but he told me it's where the Yakuza games take place. At a traffic light there was a PA system speaking a warning message in English warning people to "not follow them", "not accept anything of them" and "not take their advice" and "you will be ripped off(?)" if I recall the message correctly. but we couldn't hear whom they were referring to and it remains an unsolved mystery. Given I wanna visit Japan someday I'd like to know what the full warning message is (googling got me nowhere) or at least what people are being referred to.
