Help – Cut my elbow while I was biking – where should I go?

Hi there – I am traveling in Tokyo ATM. I rented a bike this morning in Tokyo and fell while riding it. I cut my elbow really badly and it's hard to tell if I need stitches. Should I go to a clinic or the hospital in this situation please? I have travel insurance.

My hotel is near Ueno station if that helps. TYSM!
