Japanese citizenship if a grandparent was Japanese.

Hi guys
I am writing on behalf of my friend who is Chinese and wants to get the Japanese citizenship.
His grandma was a Japanese citizen but he and the rest of his family hold a Chinese passport.
Is it possible for him to get the Japanese nationality ( he's+18)? Does anyone know if it is allowed by law?
