JR West Pass – Enough time to pick-up?

Hi all, just wanted to get some advice on part of a trip we're going on.
We'll be landing in Tokyo for a few days, and then heading to Kinosaki. So getting the shinkansen to Kyoto, then transferring to the train to Kinosaki.
I was planning on picking up the JR West Kansai Pass and using it for the trip to Kinosaki. However I was wondering if, a) I have enough time to pick up the JR West Pass, and b) will I be able to reserve a seat on the next train? Considering there's 4 of us and there's about 45mins between arriving at Kyoto and the next train for Kinosaki. Thanks!

If you need to go to a manned counter and there are other tourists in front of you who are not organised or argue about why they need to show their passports (happened to me at Shin-Osaka), it can take a while, like an hour or so all up. So with 45 mins I wouldn’t risk it. If you can use a machine and know what you’re doing, maybe, but personally it sounds too tight for comfort to me.
