Does the Working Holiday Visa require a Job sponsorship?

Hi Everyone!

I'm getting mixed answers, so was hoping someone might know.

I am Canadian, and looking to apply for the Working Holiday Visa for Japan. When I called the consulate in Calgary they notified me I would need a COE ( certificate of entry eligibility) if I wanted to set up an appointment for a work holiday visa.

Does anyone know if this is a requirement? As I've also heard that you shouldn't need to provide a coe if it's a working holiday visa.
