Yes. There’s a 3 month lead time. You can check for cancelled tickets on their website.

I won for November, it gives you a week to purchase (11:59 pm Sept 7th, I assume Japan Standard Time). So I’d check at midnight and then again throughout the day to see when the unclaimed ones go back up.
The people who got November tickets have to pay by September 7th. After that, those who don’t pay will be put on the website, but nobody knows exactly when. Keep checking!!
