What’s with Western people claiming Japanese doctors “just don’t understand foreigner bodies”

I've heard about 5 separate people complain that they doctor tells them they are overweight and that they have high cholesterol/high blood pressure, but they say that the doctors simply don't understand how "foreign bodies work" and that they are healthy.

Many of the people complaining clearly have a BMI of over 30, so I'm not sure why they think the doctor is wrong.
Are the health standards for Japan actually stricter? Or are these people simply coping?
