Advice on dealing with non-cooperating landlord.

The bathroom of the appartement i rent has tiles, old tiles. These tiles started to get loose around six months ago. I asked the management company to replace them, they insisted on just glueing them back. And so they did.
Now this process has repeated 3 times and the tiles keep getting loose. I keep contacting the management to fix the issue and completely replace the tiles. They agree now that that is the best course of action but say that the owner finds it to expensive so they are looking for better options. This has been going on for 3 months. It is actually dangerous to use the shower as the tiles are loose and could cut me or i could trip.

I dont think its fair to pay full rent, while the appartement is not in a condition that i contractually agreed for it to be. I am going to contact the local dispute resolution orgs.
Anyone has any other tips that could help in this situation?
